This is a crochet pattern from the late 1930's that was clearly designed for a Shirley Temple Doll and little girl who is dressed just like her!
This pattern is for a 13" doll's dress and hat with pompom and a little girl's dress sizes 4 to 6 that matches. This pattern was crocheted with a steel crochet hook out of crochet cotton (or silk). The main stitch used was a knot stitch.
Even though this pattern was originally designed for hard composition dolls Shirley Temple style dolls, it should fit many similar size modern dolls such as those made by Tonner, Kish, Betsy McCall and comparable figure types.
